Event Description

The Placer County Zoning Administrator approved a Minor Use Permit on July 16, 2020, for water and land conversion for used car vehicle processing facilities and 10,029 parking spaces.  Application “Figure 3 Proposed Impacts to PCCP Land Cover” map shows 111.6 acres of impacts including 12.422 acres of Marsh Complex and 61.451 acres of Vernal Pool Complex.  This precedent-setting application uses: (1) in lieu of protection paying fees under the Placer County Conservation Program (PCCP) that’s pending approval, or another in-lieu fee program, and (2) the Sunset Area Plan/Placer Ranch Specific Plan (SAP/PRSP) FEIR instead of site-specific CEQA evaluation.

AEL: We did a deep dive on the SAP/PRSP FEIR and found it lacking in rigor. It was approved with overriding consideration on 55 significant, and unavoidable impacts to enable a university– not a used car lot. Come and share your insights at the public meeting.
